Abstract: The present invention discloses a secure, decentralized, and jam-resistant emergency communication system comprising a plurality of unmanned aerial vehicles (UAVs) configured to establish a self-organizing aerial mesh network in disaster-affected and infrastructure-deficient environments. Each UAV is equipped with a tamper- resistant Hardware Security Module (HSM), Frequency Hopping Spread Spectrum (FHSS) radio chipset, phased-array antenna, mesh radio transceiver, blockchain engine, consensus module, and routing module. The HSM securely stores cryptographic keys and device identities, digitally signs communications, and performs automatic key zeroization upon tamper detection. The UAVs autonomously discover neighboring nodes, establish encrypted peer-to-peer communication links, and maintain secure communications without dependence on centralized servers or terrestrial infrastructure. Verified communications are authenticated through a lightweight Byzantine fault-tolerant consensus protocol and recorded in an immutable blockchain-based distributed ledger replicated across active UAV nodes. The system continuously monitors network conditions, detects jamming attempts, dynamically changes operating frequencies, and automatically recalculates routing paths when nodes fail or become unavailable. The invention provides a resilient, self-healing, and rapidly deployable communication platform for disaster response, humanitarian relief, military operations, border surveillance, and other mission-critical applications requiring secure and uninterrupted communication.
