The network autonomously reallocates bandwidth based on emergency priority levels and maintains decentralized synchronization without centralized control. The associated method includes continuous monitoring, predictive analysis, proactive rerouting, priority allocation, synchronization, and security validation. The invention ensures uninterrupted, low-latency communication during disaster conditions.
