Abstract: The present invention relates to a secured elevating utility column comprising a hollow support column, a vertically movable luminaire carriage assembly, and a hoisting mechanism configured to selectively lower the luminaire carriage assembly to a servicing position. The invention further comprises an inductive power transfer assembly including a primary transmitting coil positioned within an apex docking region and a secondary receiving coil positioned within the luminaire carriage assembly for wireless transfer of electrical energy. An internal locking assembly mechanically secures the luminaire carriage assembly in an elevated operational position and is selectively releasable through authenticated digital authorization. The invention further comprises a centrifugal safety arrest mechanism configured to prevent uncontrolled downward movement during cable failure conditions. A modular payload interface enables removable integration of smart-city devices including communication modules, surveillance systems, and environmental sensors. The invention provides improved servicing safety, environmental protection, infrastructure security, and smart-city scalability.
