Abstract: In some embodiments, a method for secure management of consumption of computing resources on behalf of an end user by an application provided by a developer and accessed by the end user via an end user computing device. An access management computing system receives an incoming request from the application for a resource- managed application programming interface computing system (RM API computing system). The incoming request includes credentials associated with the developer and the application for access to the access management computing system. The access management computing system determines a level of throttling to apply to an outgoing request based on a remaining resource allocation in the record, wherein the outgoing request is based on the incoming request. Based on the level of throttling, the access management computing system selectively transmits the outgoing request to the RM API computing system identified in the incoming request; or blocks the outgoing request.
