Abstract: The present disclosure relates to a hybrid acoustic-to-radio frequency communication system and method for transmitting digital information between underwater and terrestrial communication environments. The system comprises an underwater transmitting unit to generate a structured transmission packet and convert the transmission packet into ultrasonic acoustic pressure waves, a surface-level buoy configured to receive the acoustic pressure waves, reconstruct the transmission packet, associate geographical location information, and generate a corresponding radio frequency transmission, and a terrestrial base station configured to recover the transmission packet, perform packet authentication, sequence validation, and payload recovery. The underwater transmitting unit employs On-Off Keying modulation for acoustic transmission, while the surface-level buoy performs analog signal conditioning, envelope detection, analog-to-digital conversion, and packet reconstruction before radio frequency relay. The terrestrial base station validates the reconstructed transmission packet using cryptographic authentication and recovers the transmitted digital information, establishing secure cross-medium communication between underwater communication nodes and terrestrial monitoring systems.
