Abstract: The present disclosure provides a satellite data downlink system (102) including a plurality of distributed ground stations (104), each having an antenna (106) and a thin modem (108) configured to convert received radio frequency signals to intermediate frequency data. A cloud-based processing system (110) includes an AI-engine (112) configured to form geo-fenced ground station sectors based on antenna parameters and satellite orbital data, and to upload geo-fence information (116) to a satellite. The satellite automatically initiates data downlink upon entering a geo-fenced region. The cloud-based processing system (110) further includes a software- defined radio baseband processing module (114) configured to receive redundant intermediate frequency data from multiple ground stations (104) within the geo-fenced region and to perform soft combining or coherent combining of the redundant intermediate frequency data to generate decoded satellite data (118).
