Abstract: Provided is a rotating mechanism, the rotating mechanism comprising a connection panel, an installation base, and a rotating shaft. The connection panel has a first position and a second position. The installation base comprises a base body and protrusion portions extending out of either side of the base body. The base body has a second notch. The second notch is arranged between the two protrusion portions. Each protrusion portion forms an accommodation slot, and the accommodation slot opens toward the outer side of the base body. When the connection panel is in the state of being at the first position, a part of the connection panel is in the inner side of the base body, and when the connection panel is in the state of being at the second position, a part of the connection panel is in the second notch so as to seal the second notch. The rotating shaft inserts into the accommodation slots through the connection panel and the base body, so that the connection panel can switch between the first position and the second position. The present application also provides a housing case comprising the rotating mechanism.
