The method comprises: a terminal receives first information sent by a serving cell, wherein the first information is used for triggering a user to hand over to a target cell and is used for activating a scheduling-free physical uplink shared channel CG PUSCH resource of the target cell, the activated CG PUSCH resource is used by the terminal to send third information to the target cell, and the third information is used for indicating that the terminal confirms handover to the target cell. According to embodiments of the present disclosure, the resource overhead for sending a confirmation message to the target cell during cell handover can be reduced.
