Abstract: Abstract: Recoverium is a blockchain-enabled disaster relief framework that is designed to enhance the transparency, sustainability, and speed of the resource mobilisation that occurs during crisis/disaster situations. The system introduces a three-step fixed supply of digital tokens named Food, Shelter, and aid, each of which is directly mapped to a specific real-world relief resource. This structure further ensures that every other digital transaction corresponds to a highly tangible humanitarian outcome. Unlike the traditional disaster relief funding models that are highly reliant on the fragmented donations, manual coordinators and delayed government allocations, Recoverium further establishes a continuous, market responsive funding mechanism. During the occurrence of disaster related events, the Demand for the tokens eventually increase thus enabling a faster capital mobilisation and much broader public participation in supporting the affected communities. By integrating blockchain infrastructure, transparent public ledgers smart contracts, Recoverium minimizes funds that are diversions and strengthens accountability across stakeholders. This framework aligns with the financial incentives with the humanitarian impact, enabling effective coordination between the public, NGO and government authorities. This model presents a highly scalable and transparent approach for the modern disaster relief system.
