A multi-criteria risk classification engine categorizes schemes as Low, Medium, or High Risk. A quantum-inspired optimization engine then determines the budget allocation strategy that maximizes aggregate FSI across all funded schemes within a defined fiscal constraint. A scenario simulation module enables policy-makers to evaluate alternative strategies before implementation. The invention integrates fiscal sustainability assessment, risk modeling, and quantum-inspired optimization within a single scalable pipeline, enabling evidence-based infrastructure investment decisions by government departments, planning authorities, and finance ministries.
