Abstract: ABSTRACT Privacy-Preserving Smart City Governance through Federated Learning: Evidence for Traffic Management, Air Quality, Public Service Delivery and Citizen Well-being The present disclosure provides a Privacy-Preserving Smart City Governance System for enabling collaborative analysis of distributed urban data using federated learning. The system is configured to receive data from traffic management systems, air-quality monitoring sensors, public-service platforms, and permitted citizen-oriented data sources. The raw data is retained at respective local data nodes, where preprocessing and machine-learning model training are performed locally, thereby reducing the requirement for centralized collection and storage of sensitive urban information. The system further comprises a privacy and security module and a secure model aggregation module configured to protect and aggregate model updates generated by multiple distributed data nodes. An updated global model is generated through collaborative federated learning and distributed back to participating nodes for iterative local training. The resulting model outputs are processed for traffic-condition assessment, air-quality monitoring, public-service responsiveness, and citizen-oriented indicators including satisfaction, trust, privacy perception, and technology acceptance. The proposed invention provides an integrated evidence-based decision-support mechanism that converts distributed urban information into actionable governance insights and recommendations. The system supports privacy-aware inter-organizational data collaboration while connecting technical analytics with institutional and citizen-centered outcomes. Accordingly, the invention can assist in improving traffic efficiency, environmental management, public-service delivery, responsive governance, and overall citizen well-being without requiring unnecessary centralization of sensitive raw urban data.
