Abstract: The increasing deployment of public surveillance systems has significantly improved public safety and crime prevention but has also raised serious concerns regarding individual privacy and unauthorized identity disclosure. Conventional surveillance systems continuously capture and store facial information, exposing individuals to privacy breaches, identity theft, and misuse of personal data. To address these challenges, this paper proposes a Privacy-Preserving Identity Protection Framework for Public Surveillance Systems that enables real-time surveillance while safeguarding personal identities. The proposed framework employs YOL0v11 for high-speed human and face detection, followed by FaceNet to generate discriminative facial embeddings. Identity-sensitive regions are protected using an Adaptive Gaussian Blur and AES-256 encryption for secure storage of original facial images. A Siamese Neural Network (SNN) verifies authorized requests for identity recovery by comparing facial embeddings with encrypted reference templates. To ensure data integrity and tamper-proof auditability, every access request and identity restoration event is recorded using a Hyperledger Fabric blockchain ledger with SHA-256 hash verification. The framework further incorporates Role-Based Access Control (RBAC) with Multi-Factor Authentication (MFA) to restrict de-anonymization exclusively to authorized law enforcement personnel. The proposed framework effectively balances surveillance utility with strong privacy protection, making it suitable for deployment in smart cities, transportation hubs, educational campuses, and other public surveillance environments.
