Abstract: Provided is a mechanism for effectively prompting return of a portable energy accumulator to a storage device. This portable energy accumulator comprises: a connection unit for connecting to a charger; a timekeeping unit that measures an elapsed time from when the portable energy accumulator is removed from a storage device which, unlike the charger, keeps the portable energy accumulator in storage; and a control unit that, on the basis of the elapsed time measured by the timekeeping unit, suppresses or prohibits, or promotes or permits, charging performed by the charger connected to the portable energy accumulator.
