A control device (21), when the startup time arrives, determines whether rainfall or snowfall occurred during a period from the previous startup time to the current startup time based on the weather information contained in the meteorological data. The control device (21), when it is determined that no rainfall or snowfall occurred, starts the outdoor passenger conveyor (10) and operates it in a predetermined operation mode, and diagnoses the state of the outdoor passenger conveyor
