Abstract: The present invention discloses a system and method for integrated thematic analysis of sustainable development goal coverage, media framing, and expert opinions using the integrated PAAS-TCM. The analytical model that combines purpose-oriented PAAS (Problem-Awareness-Action-Solution) framework for news content analysis, with a three dimensional Thematic Coding Matrix (TCM) and a hierarchical coding schema to create unified system for media and communication research. By bridging the methodological gap between media narratives and expert evaluations, the novel framework provides a structured single coding architecture supporting both qualitative thematic interpretation and quantitative analytical measurement. In order to deepen the analysis, it employs a hierarchical coding system to analyse the alignment between SDG relevance, media narrative, and expert perception. The system integrates qualitative thematic interpretation and quantitative analytical measurement. The system generates measurable analytical outputs, including framing depth, framing orientation, issue visibility, policy relevance, SDG priority mapping, and media- expert alignment. The PAAS-TCM method is applicable across various fields such as media studies, policy communication, and social science data analytics, providing a robust framework for analysing development communication narratives and policy-oriented media research.
