Abstract: An on-vehicle communication system according to an embodiment includes: an antenna that is provided on a vehicle and communicates with a user terminal device present in a communication area around the vehicle; a processing portion that executes an authentication process when an authentication execution condition in which a radio wave strength of a signal of a communication with the user terminal device via the antenna is equal to or more than a threshold value is satisfied; and an acquisition portion that acquires information indicating a state of the user terminal device with respect to the vehicle, wherein the processing portion executes the authentication process regardless of whether or not the authentication execution condition is satisfied when it is determined that a change condition is satisfied based on the information acquired by the acquisition portion.
