Abstract: Provided are a numerical control device, a control method, and a program that can reduce the electrical power consumption of a servo motor that drives a tool magazine. The numerical control device detects the position of a main shaft in the Z-axis direction by an encoder of a Z-axis motor. The numerical control device interrupts the supply of electrical power to a magazine motor in a standby state in which the tool magazine is not operated. When the numerical control device outputs a tool replacement command, the main shaft moves from a processing area to a tool replacement area. The numerical control device resumes the supply of electrical power to the magazine motor on condition that it is detected that the main shaft is positioned in the tool replacement area when replacing a tool attached to the main shaft on the basis of the tool replacement command.
