Abstract: The non-oriented electrical steel sheet according to one embodiment of the present invention includes, by wt%, 2.0% to 5.0% of Si and 0.005% or less (excluding 0%) of C and the balance of Fe and inevitable impurities, wherein grains having a ratio (D2/D1) of the diameter (D2) of an inscribed circle to the diameter (D1) of a circumscribed circle of 0.5 or greater with respect to the surface of the steel sheet account for 95 area% or greater of all grains, and the difference between the Si contents at depths of 20 µm and 100 µm, both from the surface of the steel sheet, is 1.0 wt% or greater.
