Abstract: A non-oriented electrical steel sheet according to an embodiment of the present invention contains, in wt%, 1.5-4.5% of Si, 0.5-2.5% of Al, and 0.1-2.5% of Mn, with the remainder comprising Fe and inevitable impurities, wherein the ratio of the number of AlN particles having a particle size of 4-5 µm to the number of AlN particles having a particle size of 0.5-5 µm in a surface layer extending to a depth of 20 µm from the surface of the steel sheet is at least 0.1.
