Abstract: NEXORA is an AI-driven multi-source disaster intelligence platform for flood risk prediction, emergency planning and resource optimization. The system integrates loT sensor data, weather information, GIS datasets, drone imagery and citizen-generated SOS information into a unified disaster intelligence platform. An XGBoost- based machine learning module generates flood- 10 risk scores and estimates time-to-impact for geographical zones. A decision layer uses the generated risk information together with population, vulnerability and accessibility information to prioritize rescue operations. The system further provides capacity- and distance- based shelter allocation and prioritization of rescue teams and emergency resources. A YOLO-based computer vision module can analyse drone imagery for flood- related damage detection. To 15 maintain emergency communication during network failures, the system provides application/web communication, USSD fallback and LoRa-based communication. A Raspberry Pi and local server can support offline operation, with synchronization to a cloud platform when connectivity is restored. The invention provides an integrated prediction-to-action disaster response framework for improving timely rescue, shelter allocation, resource 20 optimization and resilient emergency communication.
