Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may select, for a first protocol stack, a first network and a first radio access technology (RAT). The UE may provide, form the first protocol stack to the DSCL. an indication of the selected first network and RAT combination selected by the first protocol stack. Upon triggering a dual steering procedure, the DSCL may provide information related to the selection of networks and RATs to the second protocol stack (e.g., a restriction list indicating unavailable networks and RATs, or an allowed or supported list of candidate networks and RATs that excludes the network and RAT selected by the first protocol stack). The UE may select a second combination of a network and a RAT for the second protocol stack based on the information provided by the DSCL.
