Abstract: A decoding method is disclosed. Coefficients for a first set of layers of an (Implicit Neural Representation) network decomposed into a first set of layers and a second set of layers and parameters of the second set of layers are decoded. Parameters of the first set of layers are 5 determined as a linear combination of basis functions weighted by the coefficients, the basis functions being basis functions of a multiscale dictionary. An image or 3D scene is reconstructed based on the INR network using the parameters of the first set of layers and of the second set of layers.
