Abstract: Field of the Invention The present invention relates to the field of computational modeling of land use and land cover (LULC) change. More specifically, the invention concerns a computer-implemented system and method for multiclass LULC forecasting using non- uniform cellular automata based spatial allocation within a structured simulation framework. The invention further addresses regulated spatial transition modeling across successive time periods in rasterbased geographic environments. Background of the Invention Land use and land cover forecasting is used to simulate spatial transitions over successive time periods. Existing modeling approaches typically estimate transition quantities using historical data and allocate changes spatially through cellular automata or related neighborhood-based mechanisms. In many implementations, spatial allocation rules are applied uniformly across land classes or rely on fixed parameter structures. Such uniform formulations may limit the representation of class-dependent transition behavior and regulated allocation across heterogeneous spatial environments. Accordingly, there is a need for a structured computational method that enables class-specific spatial allocation under controlled transition conditions within a transparent multiclass forecasting framework.
