Chemical modification of the cellulosic substrate reduces adsorption, and thus depletion, of the cationic agent, increasing the effective amount of biocide available to inactivate microorganisms during product usage. Also provided is a kit of parts suitable for making the sanitizing and/or disinfectant material, a method or producing the sanitizing and/or disinfectant material, and the use of sanitizing and/or 0 disinfectant material to sanitize and/or disinfect a surface.
