Abstract: The present invention provides an intelligent reflecting surface (100) that includes an array of reflecting elements (102) arranged on a surface and divided into a plurality of segments (104) (Seg 1, Seg 2, Seg 3), wherein each reflecting element is configured to operate with a limited number of discrete phase states for reflecting incident wireless signals, and wherein each segment is associated with a respective sector of a coverage area and is configured with a static phase configuration. The intelligent reflecting surface may include a transition zone between adjacent segments, wherein reflecting elements within the transition zone are configured with blended phase configurations using spatial tapering. The static phase configuration may be determined during a calibration procedure that includes a factory coarse calibration and a field calibration performed in a deployment environment based on received signal strength measurements.
