Abstract: A computer-implemented system issues threat-conditioned, flow-safe entitlements for autonomous AI agents. A principal identity is federated from an identity provider, and a candidate entitlement scope is derived from that identity, a compiled deterministic threat model, capabilities the agent actually exercises, and resource sensitivity. An information-flow graph over the composite capability set is checked against a non-interference condition on a security lattice. If a prohibited source-to-sink flow is reachable, a minimum-cost graph cut reduces the scope to a maximal flow-safe subset. A standards-compliant federated credential (OAuth, OIDC, or workload-identity token) embedding a verifiable non-interference certificate is issued and trusted by downstream resources. Upon runtime threat detection or context-driven security-label elevation, the credential is automatically contracted or revoked, a shared security signal is sent to the identity provider, and all lifecycle events are logged to a tamper- evident, hash-chained ledger.
