The SEI processing order information may include payload type information indicating a type of a SEI message, prefix presence information indicating whether prefix information of the SEI message is present, and processing order information indicating a processing order according to the type of the SEI message. The SEI processing order information may further include parallel processability information indicating whether at least two SEI messages having the same processing order are invoked in parallel.
