The method comprises obtaining a total reference bitrate of the plurality of the encoding channels of the video encoding system; determining a complexity degree of an image frame obtained by each encoding channel of the plurality of encoding channels at a first time; determining, according to the total reference bitrate and the complexity degree of the image frame obtained by each of the plurality of encoding channels, a target bitrate of each of at least a portion of the plurality of encoding channels at a second time, wherein a deviation between a total target bitrate of the plurality of encoding channels and the total reference bitrate satisfies a condition.
