Method includes generating (406) road-network-aware shortest path route data for water tankers. Method includes identifying (408) high-demand zones and locations for placement of temporary water storage units based on spatial clustering. Method includes assigning (410) ranking to water-sources from eligible water-sources based on one or more criteria.
