A cloud platform (112) is communicatively coupled to the radio modems (106) via digital data transmission links (110). The cloud platform (112) includes a software-defined radio digital signal processor (114) configured to decode the digital intermediate frequency data (108), a database (116) configured to store historical performance parameters (118) including decoding rate history (120), and an artificial intelligence engine (122) configured to analyze the historical performance parameters (118) and select a subset of ground station antennas (124) having high decoding success rates for enabling during a satellite pass while other ground station antennas (102) remain disabled.
