Abstract: A method (100) and a system (200) for enhancing the accuracy of hyperlocal climate risk assessment are disclosed. A coarse-resolution multivariate climate tensor (214) and geospatial conditioning data (216) are received, and a regional conditioning tensor is generated therefrom using a shifted-window image-restoration transformer network (206). High-resolution mean, maximum, and minimum near-surface temperature fields and a high-resolution relative-humidity field are generated from the regional conditioning tensor using a physics-informed continuous representation network (208) that combines a deterministic elevation-dependent temperature prior with a learned microclimate residual. A high-resolution precipitation field is generated from the regional conditioning tensor using a separately parameterized precipitation-only shifted-window conditional-flow-matching network (210) having spatially adaptive modulation. The generated fields are co-registered on a common output grid to obtain a high-resolution climate raster (218), from which a calendar-matched climatological anomaly and an environmental-risk layer are generated.
