Based on the real-time drone data and the fleet management system data, it is determined whether a first vehicle of the plurality of vehicles should be approved to continue driving. If approved, driving instructions corresponding to the first vehicle are transmitted to the first vehicle. If not, a second vehicle of the plurality of vehicles that should have a priority over the first vehicle to continue driving is determined.
