Abstract: The present invention provides a method and an apparatus for video encoding and decoding using an improved intra prediction structure. The decoding method based on template matching, which is performed by a decoder, according to an embodiment of the present invention comprises the steps of: acquiring, from a reconstruction region of the current picture, information regarding a template which is a set of samples neighboring the current block; performing template matching for searching for, within a search region included in the reconstruction region, a prediction template corresponding to the template; selecting a prediction block neighboring the prediction template; and on the basis of the prediction block, performing intra prediction decoding on the current block, wherein the template matching is performed by using some samples within the template or by using a portion of the search region.
