Abstract: The disclosure relates to a 5G or 6G communication system for supporting a higher data transmission rate. A method performed by a user equipment (UE) in a wireless communication system is provided. The method includes receiving a radio resource control (RRC) reconfiguration message including information that indicates whether a power headroom report (PHR) with an assumed physical uplink shared channel (PUSCH) is reported; identifying that at least one PHR is triggered; and transmitting a medium access control-control element (MAC CE), The MAC CE includes at least one Ci field indicating a presence of a power headroom (PH) field for a serving cell with serving cell index i, and at least one Ek field indicating a presence of a maximum power for assumed PUSCH field of a kth serving cell among serving cells for which PH fields are present, wherein the serving cells are indexed sequentially starting with a primary cell (PCell) and followed by other serving cells in ascending order of serving cell index i.
