Abstract: Various solutions for downlink (DL) precoder construction with non-orthogonal basis with respect to an apparatus in mobile communications are described. The apparatus may transmit a configuration to a user equipment (UE) for the UE to determine a channel state information (CSI) report including information of a plurality of non-orthogonal basis vectors with a plurality of oversampling factors. The apparatus may receive the CSI report from the UE. The apparatus may determine a precoder for data transmission according to the information of the plurality of non-orthogonal basis vectors with the plurality of oversampling factors.
