Abstract: The present disclosure relates to a 5G or 6G communication system for supporting higher data transfer rates. Disclosed in the present disclosure are a method and an apparatus for providing an energy-saving mode of a base station. The base station may specify, for UE, a reference cell that serves as a QCL reference standard for PDCCH DMRSs, in addition to an SCell (SSB-less SCell) with simplified SSB transmission, and inform the UE of the specified reference cell through signaling. The reference cell may be a PCell or a second SCell among cells constituting a carrier aggregation, excluding the SSB-less SCell. The base station may specify an RS that the UE needs to refer to in the reference cell and inform the UE of the specified RS, thereby enabling the UE to determine QCL of the corresponding cell.
