Abstract: The disclosure relates to a 5G or 6G communication system for supporting a higher data transmission rate. A user equipment (UE) includes a processor, and a transceiver operatively coupled to the processor. The transceiver is configured to transmit, to a base station (BS), a message indicating a UE initiated beam reporting capability, and receive, from the BS, a UE initiated beam reporting configuration for at least one cell, the UE initiated beam reporting configuration including a list of at least one candidate reference signals (RSs). The transceiver is also configured to receive, from the BS, a message including a configuration for a counter threshold and a beam reporting trigger timer, and transmit, to the BS, a UE initiated beam report.
