The plurality of unit cells (112) is formed by sandwiching a square-shaped conducting plane (202) between a first dielectric substrate (204) and a second dielectric substrate (206). Further, the conducting plane (202) includes four patterns (302A, 302B, 302C, 302D). Further, each of the four patterns (302A, 302B, 302C, 302D) includes a Y-shaped cutout structure (302A-302D) within a circular notch (304A-304D), a first L-shaped cutout structure (306A-306D) within a first L-shaped notch (308A-308D) and a second L-shaped cutout structure (310A-310D) within a second L-shaped notch (312A-312D).
