Abstract: The present invention provides for a metal free oxygen-enriched polymeric photocatalyst (ACL-3) prepared using carbon-suboxide and a preparation method of the same. The present invention further provides for an efficient and selective method of directly converting seawater into hydrogen peroxide. Further, the present invention provides the photocatalyst comprising oxygen enriched polymeric carbon suboxide colloidal quantum dots synthesized by a solvent-free polymerization route and that exhibits conjugated polypyrone ladder structure with high oxygen incorporation.
