The method includes storing the plurality of encoded bitstream packets verbatim in the original codec format without applying a decode operation. The method includes delegating decode operations to at least one of a client-side decoder (308) and a customer-owned graphics hardware (406). The method includes generating a derived artifact by encoding into a royalty-free codec format. The method includes maintaining a licensing-compliance condition across a plurality of operational stages. The system includes a network interface (204), a mass storage module (110), and a processor (200) configured to perform the method.
