Abstract: The present invention relates to the development of an IoT-enabled flood hazard forecasting and automated community warning system intended to provide low-latency disaster management. The system includes a set of hydro-meteorological sensors installed on river basins and connected to an edge computing node able to perform dynamic sensor data filtering and flood hazard estimation in real time. An adaptive sampling controller allows increasing the frequency of sensor data collection upon reaching critical water levels thresholds. The system includes an edge-controlled automated community warning system with acoustic alarms, flashing lights, and geo- fenced notifications, which work in isolation from cloud connections in case of central network failures. In addition, telemetry data is transmitted via LoRaWAN and satellite links to a cloud server for predictive flooding analysis and evacuation planning. FIG.1
