The SS burst includes an SS block (SSB) and physical broadcast channel (PBCH) carrying a master information block (MIB) indicating an initial control resource set (CORESET). The method includes determining the SS burst is associated with a serving cell based on the first synchronization raster, wherein the serving cell uses a second synchronization raster associated with a second frequency band.
