Abstract: ABSTRACT HYBRID THROTTLED-WEIGHTED ROUND ROBIN LOAD BALANCING SYSTEM AND METHOD FOR CLOUD COMPUTING ENVIRONMENTS The present invention provides a hybrid load balancing system (100) and method for distributing computational tasks across heterogeneous virtual machines in a cloud computing environment. The system (100) comprises a cloudlet reception module (110), a weighted index table generator (120) that sorts virtual machines in descending order of their processing capacities, a rotation pointer manager (130) that advances a rotation pointer upon each dispatch decision, an availability checker (140) that scans the weighted index table cyclically from the rotation pointer to identify the first available virtual machine, a dispatch engine (150) that assigns tasks and updates loads, and a waiting queue handler (160) for tasks when no virtual machine is available. The hybrid policy combines rotational fairness, availability awareness and heterogeneity awareness in O(m) time per decision. Experimental results demonstrate a 17.6 percent improvement in makespan over Throttled and 21.4 percent over Round Robin, with 92.4 percent resource utilization. [
