The historical scenario matching unit (220) identifies historical flood events based on at least one of rainfall magnitude, rainfall duration, lake level, inflow rate, outflow rate, gate-opening status, flood severity, and flood impact information. The digital twin simulation unit (222) updates simulation parameters based on outcomes of the identified historical flood events and simulates water-body behavior. The advisory generation unit (224) generates flood-mitigation recommendations including reservoir-gate operation, controlled water-release, warning, and evacuation recommendations.
