Abstract: ABSTRACT The present invention relates to a hybrid system and method for optimizing cloud computing resources across multi-cloud environments. The system comprises a cloud analytics platform, a cloud integration interface, a data processing module, a machine learning engine, a decision and policy engine, and a physical edge hardware device configured to passively monitor network-level metadata. Cloud-provider telemetry data including resource utilization and lifecycle information is combined with independently observed network interaction patterns captured by the edge hardware device. The aggregated data is processed to generate a confidence- weighted idle state score for each cloud resource using machine learning techniques. Based on the computed score and predefined policy conditions, the system selectively initiates optimization actions including stopping, resizing, or terminating cloud resources. The integration of network-level validation with cloud telemetry improves accuracy in idle resource identification, reduces false-positive optimization decisions, and enables safe, automated cloud infrastructure management.
