Abstract: Generative AI-Based Intelligent e-Governance Framework for Predictive Public Service Automation and Decision Intelligence Abstract The rapid growth of digital public services has created a need for intelligent, proactive, and citizen-centric e-Governance systems that can efficiently manage large volumes of public data and service requests. This work proposes a Generative AI-Based Intelligent e-Governance Framework for predictive public service automation and decision intelligence. The proposed framework integrates Generative Artificial Intelligence, machine learning, natural language processing, predictive analytics, and knowledge-based reasoning to automate government service workflows and support data-driven administrative decisions. The system analyzes historical service records, citizen requests, demographic information, and real-time administrative data to predict service demand, identify potential delays, and recommend appropriate actions. A Generative AI layer enables intelligent interaction with citizens through conversational interfaces, automated document generation, personalized service guidance, and context aware responses. The framework also incorporates explainable decision intelligence to provide transparent recommendations to government officials while maintaining data privacy, security, and access control. By shifting e Governance from reactive service delivery toward predictive and proactive automation, the proposed approach aims to reduce processing time, improve resource allocation, enhance service accessibility, and increase citizen satisfaction. The framework can be applied to domains such as public grievance management, welfare schemes, certificates, municipal services, healthcare assistance, and emergency response. The proposed model provides a scalable foundation for developing next-generation intelligent government services with improved efficiency, transparency, and responsiveness.
