Abstract: A federated physiological identity network for cross-institution authentication enables a plurality of participating institutions to accept cryptographically signed physiological measurement packets from one another under inter-institution trust agreements, without sharing raw physiological measurements. Each device derives authentication features, computes a composite signal-quality index and a multi-tier trust score, classifies an autonomic state from five canonical states, and generates a hardware-backed signature over an extended measurement packet. A receiving institution validates the signature, the trust agreement, the trust tier after a cross- institution discount, and a privacy budget, then admits the packet into privacy-preserving aggregation employing differential privacy, secure multi-party computation, or an equivalent mechanism. A privacy-budget management module enforces purpose limitation, opt-in consent is cryptographically bound into each packet, and a failure- to-abstain policy propagates four structured abstention codes, the network thereby withholding cross-institution authentication rather than exposing raw physiological data.
