Abstract: A fault-tolerant system and method for hyperlocal urban flood prediction is disclosed. A plurality of distributed hydrological sensing nodes generate rainfall, water- level, soil-moisture, and/or flow measurements. A dynamic hydrological relationship engine computes and continuously updates relationship weights between sensing nodes based on hydrological factors such as spatial proximity, elevation, drainage/catchment connectivity, hydrological time-lag, and measurement correlation, forming a dynamic sensor relationship graph that is reconfigured over time. A sensor reliability assessment engine computes a reliability score for each node and detects when a node has become unreliable or failed, classifying the type of fault. A reconstruction engine identifies related, reliable nodes via the relationship graph and generates a reconstructed measurement together with a reconstruction confidence value using a selected reconstruction operator.
