Abstract: Fairness-Aware Machine Learning Framework for Bias Mitigation in Public Policy Systems is the proposed invention. The aim of the present invention is to propose a fairness-aware machine learning framework that reduces the algorithmic bias in the public policy systems by using causal fairness optimisation and Graph Neural Networks (GNNs). The framework gathers demographic, socio-economic, institutional and historical policy data which is securely pre-processed using anonymisation, normalisation and feature engineering. A causal discovery module learns a directed causal graph that reveals the direct and indirect sources of bias that affect policy decisions. The GNN captures complex relational dependencies among citizens, institutions and policy variables, and a causal fairness optimisation engine minimises the influence of discrimination without sacrificing prediction accuracy. An adaptive policy learning module updates fairness constraints in response to changes in regulations, demographic distributions and policy goals. An explainable artificial intelligence module generates transparent fairness reports, causal influence maps, and feature contribution analyses to enable accountable decision making. The proposed invention improves fairness, transparency, regulatory compliance, and public trust in AI-assisted public policy systems with robust and privacy-preserving data processing.
