Abstract: ABSTRACT The present invention relates to an explainable phishing detection system and method using hybrid artificial intelligence, structured reasoning, and controlled language model-based explanation generation. The system receives digital communication content including emails, SMS messages, URLs, website content, or browser data and extracts real-time feasible features without requiring excessive permissions or delayed third-party processing. A hybrid detection engine comprising machine learning and LSTM-based deep learning models generates phishing risk indicators, which are fused to produce a phishing risk score. A structured reasoning engine decomposes the detection output into weighted interpretable risk factors and generates a confidence score. A safety policy module determines whether to allow, warn, block, or verify the content. A Transformer-based language model is used only to convert a structured explanation object into a user-friendly warning and guidance, without participating in the actual security decision. The invention improves accuracy, transparency, auditability, user awareness, and real-time phishing prevention.
